Rick Brewster
There were enough code changes and additional fixes to warrant a second beta, so here it is! Anyway, get it in the usual places: (1) from the website, http://www.getpaint.net , or (2) via the built-in updater. Thanks Changes: • Fixed: Adding a new layer now adds it above the currently active layer instead of at the very top of the layer list• Fixed: Merge Down now activates the merged layer instead of the one above it

moc426
Tiny thing, the mouse-over text on the max size of brush size if you enter a size larger than 500 says "size is larger than 100". Also it resets your size back down to 100.
Fisherman's Friend
In 3.10 there is a new class that provides access to the Effect submenu names. This way a plugin can refer to SubmenuNames.Blurs (or whatever, I forget exactly) instead of defining their own "Blurs" string. This way they will be placed into the appropriate, localized submenu name. Can the final version please be changed to move e.g. "blur"-submenu-plugins to the new "SubmenuNames.Blurs"? I know the roadmap and that there may be a new plugin-system within this year (?), but meanwhile it would be a really great fix to remove the senseless "doubled" submenus. At the moment, they are a disadvantage when you use an other language than English.
