The design is simple enough and you can use the design as a guide layer to build on top of! Many elements of the design can be located with a Google image search; if you are not keen on creating graphics. The font looks similar to Cooper or Coolsville. Then use the AA's Assistant Plugin a couple of times. Also, you could start from scratch and make it over in Paint.net. All you will need is a skull image of your choice and save it before you begin. I made a quick video of how to do this. I used Outline Object from @BoltBait's Plugin Pack found here. Here are two for Align Object: One and Two. Here is how to Install Plugins.
