Sounds like it was not Paint.NET. Try doing a Google web search on "free image editors for Windows". Check the screenshots at the various links that come up in the search until you see something familiar.

Here's a possibility. Save your layers of animation as PDN (Paint.NET) filetype. No, that won't work. I recommend against having anything but plugin files in the Effects folder. Some plugins have ancillary non-DLL files. Those are OK, too. That should be alright.

Plugins like BoltBait's Feather Object or dpy's AA's Assistant can be used on objects to smooth out the edges.
