Hi @Cynewulf I'm so sorry that this problem is still on-going with you.  I'm not sure why no one has helped you, except that they may feel that the problem is on your computer, and is not Paint.net's problem.  I may be wrong, let's see if you get another response.  I do know that the NVidia has given trouble in the past, but I think you have checked on that already if I'm not mistaken.  Perhaps re-post the System Idle Process.txt into your above post.

    I had a play around with water and wondered if this may be what you are looking for?

     

    symbol_under_water.png

     

    I made a new layer above the symbol, and filled it with a low transparency of blue for first and second colors.

     

    Then I ran the Water Reflection Plug on it by @MadJik found here.

     

    After running that, you can delete half of the layer to your needs.

     

    On the water line I added a sliver of water bubbles, some which can be found here.  Then you can play with color modes to get it to look right.

     

    I just added a few bubbles I made long ago, but there is an actual tutorial for water drops, which has a PDF with pictures:

    There is a great Search option on this forum, which is very useful - you can put in: ........ Glowing - Text  ;).

     

    Here is a pretty rough idea.  Hope it's understandable (I just got home from having surgery and am a bit woozy.)

     

    1. Uncheck Background layer
    2. New Layer type CATS
    3. Magic wand :MagicWandTool: on Global select white text
    4. Use Bolt Bait's Outline from his Plugin pack here, in pink
    5. Duplicate
    6. Change the color of this layer to blue
    7. Outline again with a bigger outline
    8. Move below layer 2 and use Gaussian Blur
    9. Check Background again

    10.  Save to .png without the background checked IF you want a transparent background.

    But it IS similar to the stock image - that's why the OP complained thinking it was stock   I made it exactly like it in PDN.  Is that not allowed?   That's why I've attached the PDN with all my layers.

     

    I take the meaning of "No Stock allowed" to mean that you don't just copy and paste an image.  Am I wrong?  If so I will remove the entry as I "imitated" the shoe in PDN.

     

    P.S.  Also, in case anyone thought I used stock for the Tennis Racquet, here is the PDN:

Someone just PM'd me to say that my red shoe looked too perfect to have been made in PDN and accused me of using a Stock Image.  I could not add the .xaml of the shoe I outlined in my PM back to them, so I am adding it here for them to see that I outlined a red shoe from a picture - found on the web - and made the shape in Shape Maker and then I colored it myself.
