Here is a pretty rough idea. Hope it's understandable (I just got home from having surgery and am a bit woozy.) 1. Uncheck Background layer 2. New Layer type CATS 3. Magic wand on Global select white text 4. Use Bolt Bait's Outline from his Plugin pack here, in pink 5. Duplicate 6. Change the color of this layer to blue 7. Outline again with a bigger outline 8. Move below layer 2 and use Gaussian Blur 9. Check Background again 10. Ego Eram Reputo Posted March 28, 2018 Share Posted March 28, 2018 My take on it... Open a new blank image 1. Create a new layer 2. Use the Outline & Gradient plugin to create and outline the text. Find the plugin here https://forums.getpaint.net/topic/112485-outlined-gradient-text/ 3. Run Effects > Object > Drop Shadow at these settings to create the blue surround. Drop Shadow: https://forums.getpaint.net/topic/8375-index 4. Select the text (both outlining and interior), then run Effects > Blurs > Overblur at these settings to get the inner blur.
