  5. In Paint.NET, all layers are the same size. If you want to resize the contents of one layer, independently, press Ctrl+A to select the whole layer* and use the handles to resize the content. Press and hold the Shift key during the resize to maintain the ratio. *It is not necessary to select the entire layer. I just gave that as a simple example.
  6. This issue has been around forever. Here is a thread from 2016 (mentioning a thread from 2010) about the issue: https://forums.getpaint.net/topic/109003-can-the-circle-tool-be-improved/ Anyway... Here is one solution: https://forums.getpaint.net/topic/113602-single-pixel-width-circle-solution/?tab=comments#comment-552407 Or, you could draw a circle and select the left half of the circle, copy it, paste it and use my plugin Effects > Flip Horizontal to mirror image the half, and position it for use.
  7. I'm going to guess that the resize worked just fine. It just didn't LOOK like the resize did anything because after the resize your zoom level changed. Check the lower right corner of your Paint.NET window to see the zoom level before and after the resize to see if it changed.
  8. Well, now that you're here, you might as well download Paint.NET and see if you like it. It is free. Click the link in the upper right corner of this page to get started: https://www.dotpdn.com/downloads/pdn.html
  9. ...or, you could simply switch to a plugin in my pack called Effects > Object > Paste Alpha...

  16. Please try this plugin: https://forums.getpaint.net/topic/28520-print-it-tools-effect/
  17. I can't quite see your screen from here. So, you'll have to describe what you're seeing. Are you getting an error message when you try to run Paint.NET?
  18. The only way to get an accurate merge utilizing different blend modes is to Edit > Flatten your image. The resulting image will be exactly as you see it on your screen. The reason a Merge Layer Down may not end up with the same result is because of situations like this: Top layer (blend mode normal) Middle layer (blend mode darken) Bottom Layer (blend mode lighten) Base Layer (blend mode normal) If you select the Middle layer and Merge the layer down into the Bottom layer, what would the resulting Bottom layer's blend mode be? There is no good answer for that question which is why after the merge the image can look different from how it looked before the merge. The only way to be sure the image result is EXACTLY the same as before the merge is to completely flatten the image. Then why have a Merge Layer Down function? Well, most of the time the merge works just fine. If the destination layer has a blend mode of "normal", the result will be what you expect. So, the function is very useful for combining layers. The limitation, of course, is when the destination layer has a different blend mode. Just keep that in mind in the future.
  19. When saving as JPG, what options are you using?
  20. This is most likely your problem. BTW, @welshblue, congrats on passing me on rep points. @lynxster4 is right on our tails...
  21. At this point, not a lot of the operating system is written in .NET, so that's probably why you're not seeing any other issues.
