Paint.NET's maximum color depth is 32bpp (8 bits for Red, 8 for Green, 8 for Blue, and 8 for Alpha). If you need a greater color depth, I would recommend Photoshop. -

This is just a temporary solution I coded up for the OP of this thread to see if it is what he's looking for. I do this type of thing often. If the plugin is useful, I will either add it to my plugin pack or more likely simply add this algorithm to my existing Effects > Stylize > F-S Dithering plugin. -

Try this plugin: ThreeColorDithering.zip See if that is what you're looking for... Personally, I like the picture with higher contrast. To better simulate the effect you're going for, I suggest reducing the contrast and adjusting the brightness to taste. -

In my mind, this is even easier in Paint.NET: Use a selection tool: to select the part you want to keep. Press the crop button: Done! HOWEVER, if you want it to feel like MSPAINT, do it this way: Press Ctrl-A to select the entire canvas. Use the move selection tool: to adjust the size of the selection just like you would in MSPAINT. Press the crop button: to finalize the size of your canvas. -

Are you looking at an image at 100% zoom level? (That is, where one pixel on the screen is equal in size to one pixel in the image.)

Paint.NET is a raster graphic editor. What you're looking for is a vector graphic editor. Try InkScape.

Try this: Duplicate the layer you want to paint noise on. On the bottom layer of those two, use the Effects > Noise > Add Noise effect. On the top layer, "paint" using the eraser tool. When done "painting" merge the layer down.

The feather plugin is designed to soften the edges in such a way as to facilitate the making of composite images. I do this often. I can't think of a time I ever used a number higher than 4. So, 10 should be way more than enough. If you want to feather more than that, you're probably doing it for a different effect. Maybe you need to use the Alpha Blur effect instead.

Can we find out in CodeLab if a selection is tilted?

If you are wanting to have an effect (like directional blur, for example) follow the angle you've rotated the selection to, I think you're better off using an angle chooser control.
