You can use variations of the Pencil Sketch effect, Ink Sketch Effect and/or Toon Filter effect. Apologies for not posting a link to the Toon Filter effect with the original tutorial; I have edited the main post with the link. Simply download the .dll and copy it to the Paint.NET Effects folder.
