ToxiicRaiinTV
I've been using paint.NET for years now and I know that this is probably a simple google search but I figured why not possibly help someone else out with my curiosity. So, what does noise do? I thought this was a photo editing program XD (Just kidding of course). But legit, I have no idea what it's used for.
