I did my own try, but your canvas texture is still the best. And I know the sky doesn't really make sense (Damn you, Segment Image!)
To give an image a certain hue, add a new layer and fill this layer with the paint bucket with a desired color.
Then set the layer blend mode to Multiply and adjust the opacity of that layer.

The blue font colour doesn't work well with the green one, it looks a bit too isolated and bleak if positioned like this... I'm sure you can do better

PDN is a very small application. On up-to-date computers a 'loading screen' would be completely unnecessary imo (it takes ~ 1 sec to start up for me)...
