As far as I can tell, you are trying to recreate a bar like this? I would use the Multi Gradient Plugin I used 4 colors: 15B5FF 0093D8 0093D8 15B5FF at these settings. You can change the position of the 2 middle colors (same cols) to get the size of the darker color in the middle.

So what is happening now when you try to open Paint.NET? Also, can you please check that you have all of the Windows Updates current and up-to-date.
