How do I enlarge an image,

You can't enlarge by ay large amount without incurring pixelization - which you see as blurring. You could try running Effects > Photo > Sharpen to minimize the blurring.

Using percents: just type them into the resize dialog. There is a place near the top where you can input them.

'Super Eagle' works well - it places the enlarged image on the clipboard - so select new image then paste after running the effect.

Enlarging an image is tough for a computer to do.  It basically has to "guess" at what the pixels it's adding in are.  Shameless plug: you should check out my tutorial about DPI.  It talks quite a bit about dealing with image size and what is and isn't possible.  SPOILER ALERT: To get a bigger picture, you need to take a bigger picture.  :-)
