You can't. Paint.NET is a bitmap editor that works in the RGB space. This means that Paint.NET stores the working bitmap in memory in the RGB color space, all the effects work on the colors using RGB math, the blend modes all work on RGB values, and it saves the image using RGB pixel values.
The color docker window allows you to specify a color using HSV, but as soon as you do, it is converted to RGB for use.
There is no accurate conversion back-and-forth from HSV to RGB. There are always small rounding errors introduced. Allowing you to specify a color using HSV is only a convenience to the user--the value is immediately converted to RGB for use within Paint.NET.

Time to upgrade your plugins. Go to the forum and download all the latest plugins to replace the older ones on your system.
My plugin pack, for one, has been completely rewritten for PdN 5.0+ and has a TON of new features. I think you'll like it.
Post a crash log here and someone will help you get to the bottom of it.
Some things to try:
- Windows updates
- Update your graphics drivers
- Make sure all your plugins are updated

Look in Effects > Fill > From _____ (where ___ is File or Clipboard depending on where your image is located.)
It will fill your selection with an image and it has options for repeating the texture to fill up the selection.

Once lines are "finished" to the canvas, they are pixels just like the rest of your drawing. They are only lines while they're being created.
If you want to adjust a line a long time after creating it, you'll need to recreate the line.

You might have some little tiny selection somewhere. Try pressing Ctrl-D to deselect before using the text tool.
Also, make sure the layer you're typing on (selected layer) has it's visibility check box checked.

Try the built-in Distort > Morphology in Erode mode:
You could also try the built-in Noise > Median. Play with the sliders to see how you can Dilate or Erode objects.

I think what you're looking for is the Effects > SELECTION > Outline Selection plugin.
Select the letters and set the Location drop-down to "Outside selection".

Paint.NET is not currently a metadata editor/viewer. It does, however, preserve metadata when editing an image and it will survive a load/save operation.

Magic Wand and Shift-Click the black area. Ctrl+I to invert the selection. Del key.

Right-clicking with the pencil tool gives you the secondary color.
So, just put your transparent color into your secondary slot, change your pencil tool to "Overwrite" blending and you're all set:

If you already have a selection, just switch to the background layer and press the Delete key.
If you really want to use Layer 2 as a mask layer for the Background layer...
1. Press Ctrl+A on Layer 2
2. Press Ctrl+C to copy that layer to the clipboard
3. Switch to the Background (white) layer
4. Use Effects > Object > Paste Alpha*

Try a built-in effect called Effects > Distort > Morphology:
Dilate mode makes lines thinner and Erode mode makes your lines thicker.

Your effect code has specified a default value that is outside of the range of the control.
In your script, look for the UI block:

If this is not a CodeLab script, but a visual studio project, your UI code will look like this:

This control will cause the problem: The default value is "0" and the minimum allowed value is "1". (The maximum value is "100".)
In this case, to fix the problem, just change the "0" to "1" or any other value that sits between 1 and 100.
