How to create a "Cut-Out" of one layer from another layer with anti-aliasing enabled?

Hello, Im looking for help with this topic. I know selection with anti-alliasing works, but it doesnt for some reason in this case. Either way I still want it done this way because I dont see any other thread on it.
Im trying to put a "cut-out" per say though the other layer of an object on a layer above it.
For example (Attached Image) The big black circle I would like to cut though the white background on the layer below it. As if it were a cookie cutter. Then I would just delete the black circle as a layer and have the white background layer below it to be transparent from where it was cut with anti-aliasing borders. 
I have a video here of my problem: https://youtu.be/gk53UKAWpTI I dont want each chunk making a cutout, I want there to be anti-alliasing so there are still parts of the white that are semi-transparent to accuratly match the text or the black part that you see. Im wondering if I can just get this done with using the layers as sort of a mask to cut it out. If not then some way to do it with the selection tool.

If you already have a selection, just switch to the background layer and press the Delete key.

 

If you really want to use Layer 2 as a mask layer for the Background layer... 

1. Press Ctrl+A on Layer 2

2. Press Ctrl+C to copy that layer to the clipboard

3. Switch to the Background (white) layer

4. Use Effects > Object > Paste Alpha*

 

*You need my plugin pack installed for that one.

I have tried the first one with anti-alliasing enabled, but it still seems to only do a full selection delete instead of the surrounding pixels having a little bit of transparency.
Also, Where can I find you plugin pack?
