Apply the Fill From Clipboard (Effects -> Fill -> From Clipboard) effect by selecting Tiling - No Mirroring in the drop-down list. Set 'Multiply' Blending Mode for the top layer. Go to the bottom layer and apply the Pixelate effect (Effects -> Distort -> Pixelate) with a Cell size of 48.
