How can I make something selected into a separate frame?

I've occured this problem many times, and I kind of need help with it, if theres any way to do this then please let me know.

Please explain what you mean by "separate frame".

I'll take a stab in the dark.  You want to cut out a piece of your image?

If so, select the area then Ctrl + C (to copy)

Make a new layer then Ctrl + V to paste.

 

If you want a frame around the image you cane use a Plugin called Frames.

Another guess: do you want to take part of an image and create a new image from it?

 

Make the selection around the part you want.

Ctrl + C to copy

Ctrl + Shift + V to paste the clipboard into a new image.
