Plugins can't make changes to the interface of PDN. They only add effects and adjustments to the menus. There's no way to join windows. Sorry.

Paint.NET does not do vector graphics. It is a raster editor. Photoshop can edit vector graphics, which is why it has plugin you want. I'm no programmer, but creating a vector plugin for a raster editor is impossible. Sorry.

Use the line/bezier ( ) tool. First draw your line then right click on the nubs and drag to make a smooth curve. If you wanted to recreate that particular image, you could draw it completely straight and then use the SinWaves plugin to give it the curve. Either way would work fine.

Thanks Barbie. The texture is actually a picture of a parking lot with the white balance set to tungsten. I thought it looked cool, so I used it

A little bit of anti-aliasing would go a long way with this piece. But overall, a great idea.
