  1. You have the background layer selected, that's where your pasted graphic is going. You can't see it because it is being covered by an image above it in the layers list.

  3. Change the opacity of the top layer to 50%, do your alignment, then change it back to 100%?
  4. Try this: Select the magic wand. Switch the Flood Mode to global. Click on the color you wish to remove. Press the Delete key on your keyboard (not the backspace key).

  8. Render top left to a buffer. From that, draw full shape to buffer. In a separate step, rotate buffer to image using nearest neighbor.

  12. Paint.NET uses Direct2D for drawing primitives. So, take this up with Microsoft.
  13. Maybe you could use Auto Hot Keys to define different brush sizes for each FN key...
  14. Try white listing your Paint.NET install directory in your virus scanner.
  15. After running the stencil effect, apply the Effects > Noise > Median effect.
  16. Do you mean you want to search the font list for a specifically named font you already have installed? Or, to search the web for free fonts you can install for use in Paint.NET?
  17. When you flood fill and then you switch images, you're still in the middle of a flood fill. So, when you switch colors while editing a different image and switch back to the one where you're in the middle of a flood fill, Paint.NET sees that you have switched colors and rerenders your flood fill with the new color. If you don't want this to happen, simply FINISH your flood fill before switching to another image.
  18. Printing? What is this, the 80's? Honestly, no one prints anymore. The best way to print is to ignore the built-in printing mechanism of Paint.NET and import your image to Microsoft Word and print from there.
