If you duplicate the layer and change the hue of the new layer, you can use the gradient tool set to transparency mode to make it gradually change hue

If that's not what you're after, maybe try a few different blend modes as well

Sorry, I also don't really know what you mean by, "change the hue of a picture in a gradient". In the adjustments tab you can change an image's color with either Hue/Saturation, Levels, or Curves (curves tutorial). After reading pdnnoob's reply and re-reading your question, maybe this is what you are wanting:
1) Add a new layer above your image.
2) Change the layer's blending mode to overlay, or multiply, or to whichever blending mode you want.
3) Use the Gradient tool :GradientTool: with your desired colors to draw a gradient on the new layer.

 

It's simple, but it will change your image's colors and can look cool depending on the colors and blending mode you use.
