Do you mean a watermark or the stamp that the Post Office puts on an envelope?

Before I can help much, I need to know what exactly you need, so here's a couple of questions for you...

What are you starting with? Do you have an image, or are you starting from scratch?

Do you want the ink stamp or the wax seal or both?

It is all possible to replicate with paint.net. Some of them may take more time than others. By "script of premades designs," do you mean templates? I won't be making any for you, but I can certainly guide you in how to make your own.

It most certainly is possible. the rubber stamps may be a bit easier than the was types. I am not sure if there are any tutorials on that already but perhaps you could perform a search & see if anything is close to what you want?

You could then get some advice on how to modify the tute?
