Win10 Paint.net gets 1603 after uninstall, also win utility doesn't help

We need a bit more information please.  Are you trying to install paint.net to version 4.2.14 and is it the free version, or store bought?

What do you mean by this?  Are you running Windows10 on a Linux computer?

1603 is  known problem. It indicates you have a previous installation which has been incompetely removed. If running this utility does not solve the issue, try downloading Revo Uninstaller.
