To reduce/expand a selection, hit the M key (or use the tool icon) and drag the control nubs (the round circles on the selection outline). To rotate the selection, drag with the right mouse button. To change the selection outline to cover a different set of pixels, hit the M key twice (or use the tool icon) then use either of the above techniques. However if you specify which effect you're after we will, highly likely, provide a technique for you to follow. Before and after images are helpful for us to see what effect you're aiming for.
