    Yes, there seems to be a difference.
    Both of these are Brush Size 2; Hardness 75%

    You can use a decimal value for brush size, such as 2.3. Does that help?
     
    Revert to an old version should be a last resort, and even then, a temporary solution.

    Google Photos doesn't allow you to download the original image files you uploaded. Instead you get a modified/compressed copy.
     
    If want/need an original, you need to retain a backup of it outside of Google Photos.

    You have anti-aliasing enabled.  It should be disabled in your situation.

    In Paint.NET v4.2, many formats (including BMP) were switched over to the newer WIC encoders/decoders.
     
    You may need to start using WIC in your application, or re-encode your bitmap files with a different program.
