Cannot save to/load from file explorer Windows 10

This error started at some point in the past, not after a specific Paint.net or Windows update as far as I can remember. Whenever I try to save an image or load one from my pc, the file explorer to select from does not appear. I cannot interact with the program (I just get the little Windows error ding when I click) until I hit escape. The prompt is either invisible or glitched, but I cannot save or load any files, and I have no crash log to go off of. The File Explorer doesn't hide behind any other programs or do something else sneaky, it just doesn't appear.

 

I have no idea how to proceed, messing with settings and reinstalling did nothing. Any help would be appreciated.

Sounds like you might have a naughty shell extension installed.

 

Please post the diagnostic information found within paint.net.

 

Settings -> Diagnostics -> Copy to clipboard.
