If you disable Nvidia ShadowPlay, does the issue persist?

You can find ISO files of older Dev builds, but the newest one is about a month old. Plus, if you want to downgrade to an older Dev build, you'd have to do a "clean" Windows installation, and lose all your stuff. And then Windows would try to install a more recent build, so you'd have to Pause the Windows Updates.

People at Microsoft are aware of the issue, so hopefully it will be fixed in next week's Win 11 Dev build.
