You could also just go to Remove Background and get rid of the background first, then you can clean it up more with feather
Also, another Plugin called AA'S Assistant is good for sharpening images.

It could be a Windows thing. I once had Ctrl + D (for deselect) suddenly stop working for nearly a year. Then, after a Windows update, it suddenly began to work again.

Yes, when you close out paint.net, and then restart, the colors will reset to the basic palette.
Perhaps you'd like to read this, as you can also save your own colors to a palette:

You could use the Lasso Select tool to make the banner, using the "Add/Union" position to draw the shape.
Then make a new layer and using the bucket tool to add the color.
Make another layer to add the Text. Then Flatten.

It's not an easy task to do what you would like. Lots of fiddly adjustments. Anyway, although not at all perfect, here are a few ideas.
1. Make 3 lines of blue squares, or slight rectangles.

2. Use Shape 3D

3. Align.
4. Rotate/Zoom.
5. Duplicate your boxes and align again and adjust with Rectangle Select.
As I said, not perfect - but an idea to tweak.
