How to turn an image into a round circle border?

A couple of things.

 

1. Your stripes must be on a transparent layer.

2. Center the stripe. i.e. Align object.  You may have to increase the length.

3. Your canvas must be equal, i.e. a square.

 

I stretched the stripe to fit a 500 x 500 pixel canvas.

OMGosh I was looking for something like this but didn't have the proper key words to search!  I am a former Photoshop user, Adobe shut down my copy cause they said it was bootleg and wouldn't listen when I kept giving them receipts etc:(

 

Not a big loss, I use Paint.Net for everything EXCEPT the puppet warp.  That was the only thing I used PS for, I much prefer the east of Paint.Net!  I make clothing in a 3D world and needed to bend straight lines.
