  3. This is not accurate. There's nothing special about the background layer besides being on the bottom of the layer stack. The only requirement to using Object plugins is that they be used on a Object, which is an image surrounded by transparency. Which can be on the background layer.

  6. Yes, Paint.NET uses the built-in codecs for most of its supported filetypes. It's a case of being good enough for most purposes and preferring to spend time on cool new features rather than reinventing the wheel. Remember, Paint.NET only has one developer.

  8. Workaround: You can use Paint.NET to make your edits, then use GIMP to resave it in the right format.
  9. If you have an image in your clipboard (from Edit > Copy or Ctrl+C) then New will default to the size of that image. You can reset it by copying some text, copying an 800x600 image, or restarting your computer.
  10. Nope. All they have access to is the pixel data and the shape of the selection.
  11. Plugins can't access the canvas, only the active layer. The only workaround in my plugins is to do what Red ochre has suggested and paste your background into the Smudge or Grid Warp window.

  13. Try downloading a fresh copy of the installer then reinstalling it. Was it working before and it stopped working, or has it never worked in the first place?
