You see, the thing is, the Paint.NET project is not Open Source to the point that anyone can contribute to the project. Rick does not accept code written by anyone other than himself. It is nice that you want to contribute, but this is not the way.
I would guess that it is closer to 25% smaller than a PNG file. Otherwise, PNG beats a compressed BMP file.
Have you noticed that Alpha makes up 25% of the ARGB color mode?

Open up your favorite photo and start experimenting with the Effects menu. Specifically, look into the Effects > Artistic menu for interesting things.

Better, but it lacks the same feeling as the original. You have switched the orientation of the dots sizes. Before, the dots became larger as they went inward. I like that better.
Also, try to make it 800x600 max size.

I really like this one as well and I would promote it to The Galleria. However, the full view doesn't look that great. This is a case where the thumbnail looks better than the finished art!
