You need two layers. You will also need Boltbait's Tranparency plugin.
The upper layer is your image with transparent background.
Use the bucket to cover the bottom layer with color FF00FF. Then run the Transparency adjustment plugin and bring the slider down to -100.
Save it as a PNG file.

@null54 Thanks for giving us access to the G'MIC tool. It is like having another program inside Paint.Net. I am playing with it and find the filters very interesting.
@lifeday I am testing the Stylize filter and it is working for me. I followed null54's advice but it is very, very, very slow to render.

If you want to save the layer with another background you need to flatten the layers. Save your work as a PNG file.

Perhaps the Advanced Desaturate effect is packed with the Fire effect?

There isa also a tutorial called Pleasantville effect.

Maybe TR's dodge and burn effect. It has a desaturate option.

@Joshua Lamusga and @MJW Your plugins could be used to make disappear unwanted tourists walking infront of a monument for example 😁 Great for editing photos from your vacations!

You can draw a bulb light and then copy it to the clipboard and then paste it over the green line on an empty layer. I drew a red bulb.
You can also change the color of each bulb using the color adjustments provided by Paint.net.

I am afraid you will have to draw your bulb ligths and place them one by one over the green line.

If you want to have just a rounded rectangles tool in older versions of Paint.net you can use @toe_head2001's Roundedrec.
Edit: You can also find the code for a version by @xod that allows control over each rounded corner.

☺️ Brush Factory has evolved a lot and has great features. You are right, it can do so many things already that adding another line could deviate from the original purpose. Thanks for all the time you put into it.

I think your bmp files are not transparent. I think that the GARMIN software is just using a workaround and everytime it sees FF00FF it converts the color to display as transparent.
