How do i add fullbright to a picture or skin ?

Could you please explain what "fullbright" means? Maybe it's just me but I have absolutely no idea what that is, nor does Google reveal anything relevant.

In a picture:

Lasso select around the figure, copy/paste into a new layer.

Adjustments > Black and White

Adjustments > Brightness / Contrast

After increasing the contrast, Paintbucket fill the shadowed part blue

and Paintbucket fill the lighter part green.

Deselect and apply Feather Object plugin effect.

Apply Pixelate plugin effect.

My previous post's steps can turn a standard picture

into something similar to your example image.

For use in a game you will probably need to ask for help in the gaming forums.

The fullbright effect may be a function of the game software more than anything else.
