Is it possible to create PDF from jpegs in Paint.net?

PDF is not an image format. It's a document format, which can contain images.

To create a PDF document from an image in paint.net you can print to PDF, for example using the Microsoft Print to PDF printer.

Or PDFill PDF&Image Writer (which I tend to use).

Or any of several other PDF printer drivers that you can easily search for. Try them out and see which you prefer.

There is a Plugin by @midora but I'm not too sure if it's working with v. 5.0.1
