Oh, sorry, you have to select the borders (what you want to blur) and apply the effect. I'm making some examples.

Paste the image in a new layer and blur (Effects > Blurs > Gaussian Blur) the borders.

I think I've misunderstanded what you mean by "beginner info". What you want is not really Paint.NET-only focused, but is a Tutorial course which explain more professionnal tools like Curves, Levels, etc. Isn't it?
