When I take a 1800 pixel wide image and resize down to 150 pixels it becomes pixelated.  I'm a noob.  Please explain like I am a small child.  Please help !

You are scruntching 1800 pixels worth of image data into 150 pixels. Of course you're going to lose something! :P

Exactly. You're combining a block of 12 source pixels to get one resized pixel, so you'e going to lose a lot of definition.

You could try sharpening the resized image (Effects | Photo | Sharpen).
