    Why does an image pixelate when I copy using the Windows "Snipping Tool" and paste into Paint.net ?

    When I take a 1800 pixel wide image and resize down to 150 pixels it becomes pixelated. I'm a noob. Please explain like I am a small child. Please help ! Thanks
