The closest thing to the feature you are thinking of is the "custom brush mini" plugin by Simon Brown.

Use the selection tool and select your target of the image (preferably it being on a separate layer). If the target is part of the base image (or background), then I would suggest you first duplicate the layer and erase everything except it. Once your target is selected, switch to the move pixel tool so that you have the 8 nubs on the corners and edges, and from there you simply grab the nub (click and hold the mouse button) on the edge for the direction that you wish to stretch the image and then drag it in that direction.
