All that author is doing is saving the selected layer from The Gimp and loading it into Paint.NET for processing. It is GIMP's equivalent of the That Other App plugin. There is a plugin for GIMP that allows it to load PDN files (part of the gimp-sharp project), although it was written using the dlls from PDN 2.6 so it probably does not work with files from current version.
