Is all hope lost? [Photo Editing Help]

I've been using Paint NET for a hot minute but primarily for digital art/graphics but recently my mom asked if I could help her family photos but I think all hope may be lost... Example below.

 

I've tried several effects/plug ins/playing with levels but nothing looks even close to great. Is there a way to save these that I'm overlooking? 

 

Things I've tried alone and in combination;

• Reduce Noise
• Sharpen
• Adjusting Levels
• Remove Dust Plugin

Ugh. Don't put a + in a filename.

 

Anyway, what would you be happy with?

Note: I edited natural but also you can aply Soft Portrait & Transparency RGB

I didn’t put a + in the file names? I believe the camera did that automatically? 
 

my mom wants something she can hang on her walls and all I’ve been able to produce couldn’t be that large (in my opinion)
