I didn’t put a + in the file names? I believe the camera did that automatically? my mom wants something she can hang on her walls and all I’ve been able to produce couldn’t be that large (in my opinion)

I've been using Paint NET for a hot minute but primarily for digital art/graphics but recently my mom asked if I could help her family photos but I think all hope may be lost... Example below. I've tried several effects/plug ins/playing with levels but nothing looks even close to great. Is there a way to save these that I'm overlooking?
