Can I create a circular watermark?

As far as I can see, this is not possible in paint.net.

Please tell me otherwise!

Of course it is possible, if you mean a TEXT. The plugin Circle Text is, what you need.

There is another way to produce Circle text...using the Polar Transformation effect : 

 

1. Type your text on a transparent layer. ( I streched it )

2. Add some horizontal lines above and below.

3. Center everything.

4. Use the Polar Transformation effect with the following settings: Choose in the effect " Transform rectangular to polar"

5. Adjust the size using the "Scale" option.
