You could use the Line/Curve tool with Filled Arrow Style. Make the line vertical, then reshape the arrow-head using a rectangular selection and the Move Selected Pixels tool. Then tilt the arrow to the angle that you want, and crop and save it as a PNG file to use as a brush in the CustomBrushesMini plugin.

One work-around is to make the Paint.NET window smaller so that there is room to the sides for the Tools, History, Layers, and Colors windows. You can also expand the canvas, so that your image has a border of transparency around it.

You need to save as PNG or GIF. JPEG won't preserve transparency.

Have you tried repairing or uninstalling/re-installing the NET Framework?

If the Quality slider in the JPEG Save Configuration is set to 100, is the image still blurry? If you save as PNG is the image blurry? Could you post the blurry result so that we can take a look?

There's no collected repository of these that I'm aware of.

You can save your settings as .xml files. There's a dropdown Load/Save menu. The arrow by XML at the bottom.

It isn't clear whether you wanted help with the scope template or only with being able to re-use it for several frames in the animated GIF.
