The PdnLib.dll -> PDN.Core.dll redirection is still there in the latest build. I haven't removed it.
Oh, my mistake. My faulty memory I guess.
My assumption was obviously wrong then, and the issue lies somewhere else.

This plugin is looking for PdnLib.dll, which hasn't been part of paint.net for ages. If I remember correctly, PdnLib.dll became PaintDotNet.Core.dll.
In paint.net v4, the aliasing of PdnLib.dll to PaintDotNet.Core.dll was removed, thus breaking compatibility with old plugins like this ones.So possibly, the only change required to make the plugin compatible, would be to swap out that assembly reference.You could send an email directly to @ShayEr, and ask him to make that change. He provided his email address in the ReadMe.txt file.

From what I can tell, my computer already does have the .NET framework installed, does anyone know what would be causing this problem?
Please verify that the .NET Framework v4.6.1 is in fact installed on your system.

It will be even more useful once we see some installation logs, and we identify where issues are coming from. Then maybe the utility could automatically fix some of those issues.
For example, if the utility were to see, in the log, that there was an issue with a corrupted 'TrustedInstaller.exe' file, the 'sfc' command would be automatically executed.

I have the same problem and the link from Admin is not for Windows 10.
The utility does in fact work in Windows 10. I figure Microsoft hasn't updated that webpage in a few years, and thus Windows 10 isn't in the description nor in auto-detect whitelist.

EDIT: This diagnostic tool is obsolete. Most issues with 1603 can be resolved by with this utility instead.

Umm, then download it again?
The 'paint.net.4.0.9.install.exe' file is in the .zip file you download from the getpaint.net website.

Error 1603 is a generic 'Fatal Error' of MSI. To find out what specifically is causing it, you'll need to create a installation log file.
Edit: Use this tool: http://forums.getpaint.net/index.php?showtopic=107908
Run this command on the downloaded install file:
paint.net.4.0.9.install.exe /CreateMsi /auto
And then run this command on the generated msi file:msiexec /i "%UserProfile%\Desktop\PaintDotNetMsi\PaintDotNet_x64.msi" /L*V "%UserProfile%\Desktop\pdn.log"
The log file of the installation should be on your desktop. Search the file for 1603. That will tell you the details. And/Or post the log file here. -
I'm trying to open SVG files from examples (first post of this thread) with paint.net 4.0.5 and ImSVG.Open.FileType 0.18.00 (everything is installed correctly and PDF filetype plugin from Martin Osieka works great). I'm getting this error:
1) Update to the most recent version of paint.net
2) Ensure you have downloaded the .svg file correctly, and your browser hasn't injected rubbish into the file. ie: open the file in a text editor to ensure it's valid svg markup.

The layer will not open at all ! Nothing works, When Paint.net opens a exported item, there is no screen that opens on the lower right bottom of the screen. No Background screen. The F7 key does nothing at all.
"Nothing works"? Please don't go there; obviously that's not true based on your post.

You are using the words "layer" and "screen" very loosely, so maybe we don't understand your issue correctly. Are you able to take a screenshot of the issue you're seeing, and post it here?

... The layer tool is not working, and it will not open. It stopped working last night.
Perhaps you could go into more detail of your issue. What specifically is not working? Is it the Layers window that won't open? What happens when your press the F7 key on your keyboard while you are working in paint.net?

Make sure you're up to date on Windows Updates.

Sounds like those same files already exist in your temp directory, but for some reason the extractor can't overwrite them.
Manually delete all the files in:
%temp%\PdnSetup
and then run the paint.net installer again.Let us know if that works.

There's no plugin to do that specifically, but one could be made.
I think I understand what you're saying. Just to be sure though, can you post example images after each step is taken?

I get to use my Dads computer and I am hoping they get me my own computer for my 17th birthday in 2 months.
That's pretty lucky. When I was a kid, if I wanted a computer (or anything else beyond food, clothes, shelter, ect.), I had to get it on my own. My family always had a computer, but I got my own when I was 14. It was composed of second-hand parts, and so were all my computers during my teenage years.

'Attached devices' aren't limited to external peripherals; it could be any hardware component. Make sure the drivers installed on your system are up to date, especially for your GPU.
