Most of the forms in Paint.NET's source cannot be viewed in the forms designer (because of the way they handle resources? I.D.R) but all the forms designer does is add the control variables and add code to the InitializeComponent() method, so if you poke around in there a bit you should be able to figure out how to add controls at runtime.
The path that you are building from CAN NOT have any spaces in it ("Documents and Settings")

But just move the entire source directory to a different path with no spaces, and let's see how that goes.
I was going to say that maybe the tolerance percentage is factoring the alpha channel into its equation, but then I tried coloring half of my canvas black and half white. Set the tolerance for 92% and only 1 color was selected wherever I clicked the magic wand. IOW: I can't reproduce what you're talking about uH. Rick? Comments?
Bossk, I find it strange that you are having so much trouble linking images in this forum, considering you have a perfectly good working one in your signature.

screen resolution shouldn't cause the color palette to detach from the main window though, unless you have some reallllllllly weird code in there, rick.

it will be in Effects> Distort> Waves
draw a circle on a blank layer, then use the waves plugin and move the Radius slider around until you get a look you like. leave the other 2 sliders in their default positions.
touch up as needed.
since it's supposedly water resistant paper, the water drops should have more depth, as they would be sitting on the paper, instead of absorbed into it. Also the holes could be cleaner cut. It's a neat idea though.
