If you use the gradient tool, set one of the color's alph channel (on the color palette) to 0, or low. I'm not sure what your asking exactly though.

I'm not sure what it means by non progressive, but try .png (which looks better) or .gif (looks worse, size is lower).

Do you mean just use it on a part of an image? Then make a selection, and use sepia. It can be found under the Adjustments Menu.

I would recommend you do update your Paint.NET, but otherwise it just sounds like common computer lagg to me. Try turning off some other programs. And if it dose not respond, don't overload it with clicks.

Well their .dll files from all around the web, being hosted that is, not to mention this is a forum, not a database. If someone took it upon themselves to make a server or something to do so, it would be possible, but not through a forum, at least I would think.
