Well I know what your talking about with the lasso is refered to as a polygonal lasso. Plugins can't be made for tools, though.

Please post your computer's stats. (Memory, RAM, etc) They can be found by right clicking the "My Computer" icon and selecting properties, or clicking "System" under Control Panel.
