It depends a lot on the source layer.  Do you have lines on their own layer or do they share a layer with other elements?

 

If on their own layer, Object Outline will thicken the lines.  Median or AA's Assistant will thin them.

 

Paintbrush select:

 

1. Add a new layer.

2. Use the paintbrush to cover the region you want to select.

3. Use the Magic Wand to select the painted region (or select outside the painted region and invert with Ctrl + I)

4. Click on the layer which has the image you want to select - and it is! Because the selection moves with the active layer. ;)

AA's Assistant is a plugin, Median is a built-in effect.  You'll find it in the Effects > Noise submenu.
