He's creating something with 16 fold Radual Symmetry by just drawing one of them and then seemingly hitting some function key to duplicate it. Is Paint.net capable of doing that? I'm interested in playing around with a similar technique but I kinda don't want to have to get photoshop to do so. It's a nifty plugin that mirrors right and left and up and down.
