Best way to rotoscope in paint.net?

To be honest, I wasn't aware of what you were talking about, so I had to go looked it up.

I've come up with 2 possibilities:

The first result was done using the "Dream" plugin.

The second was done by combined plugin effects from first applying "Oil Painting" and then applying the "Dream" plugin.

I don't know if it's quite what you're looking for, but I figured it was worth a try.

I would of thought just using EFFECTS>ARTISTIC>INK SKETCH would be the way to go.

A few variations done by duplicating the image and running ink sketch on it and reducing opacity and also turning top layer B&W running ink sketch and then running alphamask at default or inverted.
