Go to the Colors Window and either click on a different color in the color wheel, or click on one of the palette colors. Expanding the Colors Window (More button) will give you further options to change the color by it's RGB/HSV components as well as the alpha (transaprency) value. For more help, try pressing F1 in Paint.NET to get ot the online documentation.
