BoltBait
I train people how to use computers (one of my many jobs) and I always recommend Paint.net as a good, free graphics tool. RaveN
I try to, but most people I know aren't that good at graphic design, so I refer them to this, or just do the work for them.
Crazy Man Dan
Where I work, we offer an online store solution (dang do I hate the word "solution...") which the client can edit and add to themselves. When a user wants to edit the store themselves, but they need a program to crop and resize the photos of their products, I always point them to Paint.NET.
